I do agree with you Barrack. This is a policy issue. In 2016 the KFCB proposed the Kenya Film, Stage Plays and Publications Bill which was rejected by the creative sector in Kenya citing it as a punitive measure for regulating film makers. It contained sections that were a clear breach on freedom of expression and association, and would have constraints on the freedom of the media and the right to privacy. A committee comprising of stakeholders from the creative sector in Kenya was set up to work with KFCB on a film policy that would pave way for a new bill and provide a report recommending the way forward. Updates on this are that t he committee submitted its report and the finalized film draft policy (2017) to the Ministry of Sports, Culture and Art on the 9th of June 2017, and its recommendations are currently under consideration. http://www.hevafund.com/news/2017/7/13/the-kenya-film-policy-crafting-kenyas-future-film-industry
That being said, the current law covering the mandate of the KFCB- CAP 222 (The Film and Stage Plays Act) CAP 222 (The Film and Stage Plays Act) remains outdated and in urgent need of updating.

I have been following developments in the Film Sector and i must admit there is a serious policy problem in the sector that requires a multi stakeholder approach to resolve. It appears stakeholders are at cross purposes. How can the sector regulator enter the playing field yet there are many budding actors that are struggling?, i also hear the cost of shooting movies locally is astronomical. What is the point of having all this fibre optic infrastructure when we pay attention to the content side?, some of this issues have a direct effect on the cost of hosting services and even data since we have few users (elites) who only use the Internet to exchange mail and communicate.
