This is a policy issue. In 2016 the KFCB proposed the Kenya Film, Stage Plays and Publications Bill which was rejected by the creative sector in Kenya citing it as a punitive measure for regulating film makers. It contained sections that were a clear breach on freedom of expression and association, and would have constraints on the freedom of the media and the right to privacy. A committee comprising of stakeholders from the creative sector in Kenya was set up to work with KFCB on a film policy that would pave way for a new bill and provide a report recommending the way forward.
