[kictanet] Results Transmission System

The original tender was won by Symphony group and after much politics tying
the company to Wambui of Othaya fame and other machinations, it was
cancelled. The budget then was 4 billion or something close to this.
The other companies applying were all foreign israeli, indian etc.  Then
the journey to our 9 billion bob system started with the process being
mothballed by parliament all the way. It was Hillary Clinton's closed door
meeting s with the executive that landed us with a US procured but
kenyan taxpayer funded electoral system.
This is a procurement and politics issue not national pride and capacity or
lack thereof.
