[kictanet] Results Transmission System

People are mixing up issues here. The Ksh. 4 and Ksh. 9 billion tenders
were for the BVR  kits,  whose process went fine.

The failure came from systems that did not make it to the headlines, whose
tenders were seperate:

   - electronic Voter Identification Kits
   - Electronic vote result transmission.
