Listers,

I am very sure Mugo is also asking some of these questions:). Those who have been in Government or work closely with government know that there are so many vested groups and power-houses and that no matter how much one goes in with determination to succeed in their duties, they tend to find several obstacles.
I am not saying that no one should try- I am just saying, I doubt Mugo is in full control of formation of these bodies you are asking about. Maybe at most he has/will make recommedations, which may or may not be read or implemented, depending on various factors.
There is so much re-organisation to be done- maybe the devolved system will iron out some? Waiting to see.
But let Mugo speak for himself here....

Will our people die of hunger again next year if rains fail? Are we waiting for that to happen so that we can have yet another mega fund raiser on M-Pesa? Everything is just ridiculous if you think about it.

    Your biggest fight is one against this one evil. Nature does not tolerate mediocrity!

      Upper Hill is under Kenya Urban Roads Authority. We have road expansion and upgrade projects that have taken a while to take off but that have now commenced both in Upper Hill and Eastleigh. KURA is also responsible for the Western Ring Roads projects.

          1) The roads authorities were created to ensure specific allocation of responsibility which lacked in the past. So Eng. Kidenda as CEO of the Kenya National Highways Authority can be held responsible for the highways and trunk roads but not the urban roads which are squarely the responsibility of the Kenya Urban Roads Authority.


          2) We have a great deal yet to do. As one of you intimated, some of what we are doing ought to have been done on the 60s and while that may be true, we still have to do it today if we didn't do it then. This even as we simultaneously move to the next level. The challenges raised by listers here are precisely what we need to raise the bar!
