That would support setting up a local/regionally hosted public key 
infrastructure, for example using EJBCA[0] or other similar software. It 
is good to have local/regional capacity for ensuring integrity of IT 
infrastructure.  Lets Encrypt, Zero SSL free certificates are great, but 
there are cases where one wants more control.
