Victor,

Safaricom introduced a new extra security feature that alerts you via SMS
(707) whenever someone tries to register a line using your National ID.
This I think was a great initiative. And on your question on M-pesa
paybill, according to its FAQs, "Safaricom is not authorized to carry out
LIPA NA M-PESA reversals unless they receive official communication from
the merchant."  Or one can call 234 if sent to the wrong sender.
