Whenever you hear anyone close to the politburo in KE talk about
"stakeholders", they almost without doubt mean KEPSA.
KEPSA represents every imaginable stakeholder, even the nonexistent.
Did you hear Matiang'i say the new curriculum was exhaustively discussed
with "almost" all stakeholders? Parents have not been consulted. He meant
KEPSA :-)
