[kictanet] Regulator drops plan to split up Safaricom

Who was involved in this wide consultation? I didn't see any call for
public participation on the CA website
<http://ca.go.ke/index.php/ca-public-consultations>. I'm getting increasing
frustrated reading about a report that everyone but me, and by extension
the public, seems to have read. I would remind the CA that the frequencies
these companies operate on belong to the public and are licensed on our
behalf. We deserve to see these reports. Therefore I'm making the demand
here and by email directly to the CA after this for:

   1. The original report by Analysys Mason
   2. This revised report
   3. Details on when the "wide consultations" happened, who attended, what
   was discussed there and documentation of who made what comments.

This is not a matter of national security so these details need to be in
the public domain. It's ridiculous that these things are still under wraps
after all this time.
