IEBC constitutionally mandate to declare results.

Kenya is governed by Public Opinion NOT Constitution.

Raila Odinga has destroyed the IEBC's election arbiter role in the Court of
Public Opinion.

Therefore it matters not what the Constitution says but what or who will
own the Court of Public Opinion on August 9th.

It is it or them that will determine the winner. Brace yourselves.
