The National Registration Bureau people should actually make better use
of IT - it is possible to use one's surname as one of the variables in a
hash algorithm to GENERATE a unique ID number; this means the wrong
number can thereafter never be accepted by the system, which uses a
reverse hash algorithm to check input. The technique of hashing is used
e.g. in banks to generate bank account numbers. I am suspecting that
currently ID numbers are given randomly rather than generated.
