 "Is one supposed to obtain a licence to write or create these games like
with films." In this age of mobilephone filmmaking and microfilms, I'm
wondering, will that budding filmmaker in Turkana have to apply for a film
license in order to make her zero budget, independent 40 second
experimental mobilephone microfilm? How many days or weeks will she have to
wait for the paperwork? Is there a film office in Turkana or will she be
required to come to Nairobi? Could Huduma centres also deal with filmmaking
paperwork? How do we strike a balance between regulation and innovation?
