<div>3. The part about ISPs is thrown in by someone who is completely ignorant. ISPs do not deal with content; they don't even see it (and they should not!). An ISP is just a conduit or facilitator. Do these people expect an ISP to employ people to screen content of their clients?</div>
<div>4. If we are not careful Kenya will start going backwards as more people come up with all kinds of proposed legislation; what is there to stop film makers moving to neighbouring countries and taking all those jobs with them?</div>
