The Nigeria matter is a  straight forward  case of "Bad Regulation".No good Regulator would ever allow so called "As symmetric tariffs" in favour of a dominant operator.

While at it, we must caution the regulator, CA and the ICT Secretary Dr Fred O. Matiangi to avoid excessive and suspect rush to gazette dominance regulations. The duo must, without delay, consult the Attorney General, Competition Authority and “Wanjiku”.
 
Failure to do so will only lead to protracted Court battles yet well-legislated, the dominance rules are very good for the consumer and market.
