[kictanet] [isoc_ke] LTE/4G and the state of broadband and Universal Access in Kenya

Wifi hotspots have ranges of hundreds of meters, not thousands of meters.
Also, they're very difficult to monetize.
Most wifi hotspots deployed by MNOs are to take pressure off of the 3G
network - but since it's not saturated here there's no financial incentive
to do it.
