Some questions:

Can county assemblies/governors be told what to do by outsiders unless
county residents/investors request outsider insights/interventions?

Will CSK and KITOS members push for information societies and system audits
within their counties?

Who will provide comparisons between counties as far as transparency,
automation and efficiency goes?

Is the KICTB the right organization to contract certified information
systems auditors to check on government bodies (including counties)?

Can counties be audited by a Central Government body, unless county
insiders demand the same?

Can the Central Government audit information systems in the counties on the
grounds they will help finance some County IT systems?
