So ultimately it is who you know in political circles?
I think the law needs to be changed so that a Parliamentary committee (much
like a Congressional Hearing) determines who becomes the DG. Oh, sorry -
this is Kenya! I've just remembered that we still do not have a director at
KACC. What a sham!!
Is there a weakness somewhere in the constitution or is it just that
mwananchi has all of a suddenly gotten too much liberty and thus stops the
appointing authorities in their tracks? Either way, I do think we need to
adopt the American process of appointment of public officers - the
President nominates for appointment, Congress approves or rejects after a
hearing. If approved, the person is then appointed. This issue of
shortlisting and then telling a Minister to choose one is always likely to
disappoint.
