<br>Is there a weakness somewhere in the constitution or is it just that mwananchi has all of a suddenly gotten too much liberty and thus stops the appointing authorities in their tracks? Either way, I do think we need to adopt the American process of appointment of public officers - the President nominates for appointment, Congress approves or rejects after a hearing. If approved, the person is then appointed. This issue of shortlisting and then telling a Minister to choose one is always likely to disappoint.<br>

interesting analysis... i have inteacted with both Wangusi and Omo and am sure either of them can do the job. Not had a chance with Kiptiness but cant rule him out. Right now whoever gets the job will be based on which politician you know and more so on how politcally aligned they are to our Hon. Minister Pogisho.<br>

Going forward, i think the DG job is very serious and am dissapointed that it never made it to the level where the applicants are vetted by Parliament and the holder made to understand that they owe allegiance to the people of kenya - rather than the minister in charge..(no offense meant to cuurent holder :-). But maybe since our future ministers will be more technocrat than political, nominated and vetted by parliament, perhaps this issue maybe addressed accordingly.<br>
