Dennis,
I am reasonably certain that as much as there are several other reasons why
this is happening, the biggest contributor is our "attitude" as a people. I
have heard countless times from senior managers in local companies and
government alike saying that "hii ni Kenya, sio US/UK".with such a
predisposition, it is small wonder that you see such exodus and horrid
service delivery. Foreign managers/investors would fall in line if they see
initiative from the locals - which is rare.

The ISP industry exhibits lots of quality issues with almost everyone
agreeing there is no dependable ISP. Most ISPs will point back to their
carriers , I was told one carrier had their Kisumu link down for 3 days
because the ISP affected was 'not Safaricom'.
What ails us? Isn't a nation of 40 million capable of producing a few
individuals who can successfully run an ISP? Or is its that Kenyan
management have their hands tied by foreign management and investors?
