In fact, seat 15 of the Board is a new Director position being filled as per
a resolution of the Board. It is the At Large director position, the
selection of which goes through a different process.The At large Community
(ALAC) of ICANN has thus established an adhoc committee (BCEC) which
oversees the process and proceed to voting.

The difference here is while the NOMCOM selects other board members, the
BCEC has designed its own procedures including community forum call, wiki
and  a vote by its 20 members.
