Barrack,

with regard it Internet Governance capacity building @ MMU (multimedia university college), there was some initiative to collaborate with Diplo to offer training in this area but the consultations were not concluded in time due to transition issues (college to university status). Hopefully next year, MMU would be a regional center for Internet Governance Issues.

To add some fluff to the opening remarks, the Internet Governance Forum (www.intgovforum.org) has held 4 Global summits since its inception, the last one being in Sharm El Sheikh where Kenya was ably represented. The Summits have deliberated on Management and Governance of the Internet Security, Critical Internet Resources, Internet Access among other issues. Some of the key achievements realised nationally include.

Raising awaress and Capacity Building
Hosting of the IGF meeting which for the first time included Members of Parliament from the UK and all East African Countries
Discourse on IG issues on the KICTANet Mailing list.

It is important to note that the number of stakeholders interested in IG discussions has grown over time, one peculiar issue is the absence of a strong voice from young people who are a major stakeholder and consumer of internet products and services, it appears that the youth are more interested in the technical aspects as opposed to policy and regulatory issues which in itself is a worrying trend that needs to be revised, the question to be answered however is how can the Youth and Children voices be heard?, we have had interesting initiatives over the past one year by ICWE Africa and a number of NGOs to address the issues of child security on the internet, which is a great milestone, there was a proposal to have local capacity building sessions which must have stalled, probably Walu could give us an idea at what is going on at the Multimedia University or Strathmore which had been identified as centres.

Another year has gone by and it is time to review the deliberations that were made during last years discussions which was moderated by Walu and Mwende Njiraini. While reflecting on this it is important to note that the IGF process is not a decision making mechanism but a platform for multistakeholder dialogue, the idea is to bring together organisations and persons involved in Internet public policy formulation. It is this organisations and persons that make the decisions or implement the changes that are required in the public space. This notwithsatnding, the Kenya IGF has made immense contribution to the East African IGF which is by far one of the best regional initiatives globally and provides a benchmark for other Regional initiatives that are coming up in Africa and the Global IGF process. Last years report is attached to this thread and i would like to invite listers to skim through it an identify issues that might need to be revisited and or
 reviewed. In addition you may propose areas that need to be taken into consideration as we prepare for the face to face discussions at the end of this Month. Please note that discussions around this theme will take one day however you may continue with the thread even after we have moved to the next theme which will look at Infrastructure issues.
