Hallo Washington,

 

There are a lot of factors to consider before public declarations can be made such as the internet was down be it from the ISPs or government. In your case there may have been last mile access challenges but that still does not imply that everyone using that particular operator was down. It is advisable to contact the specific operator technical support team for assistance since it could only be a particular area of service that is affected for various technical reasons.

Last night, while connected via Safaricom 3G, and working on a server hosted at KDN by one of the providers, I lost connection to that server at around 10-ish and could not even ping it, though it was and still is UP so there's some credibility to the allegation.
