Thanks for returning to the fray, Walu.
The term Civil Society is used in different ways. At its broadest it can
mean all non-state actors, from NGOs to private sector (including the
media) to faith and community based organisations. But it is often used
merely to refer to groups like human rights activists or peace-builders.
As far as PPPs are concerned, here we are talking about the public and
private sector working together towards common goals. In the last decade or
so PPPs have gathered pace, with the intensified efforts of organisations
such as FKE and KAM, and with the emergence of KEPSA as the private sector
umbrella body. Government too has been increasingly reaching out to the
private sector, in the spirit of what can be called constructive
engagement. But PPPs can also mean the institutional bodies that drive eg
large scale infrastructure development, such as the undersea cable.
