[kictanet] Expensive Software Systems -What of the Immigration System?

I saw somewhere  - I think Business Daily - that the Immigration System our Minister Kajwang intends to launch will cost us 20Million Dollars.  I wish someone could give us a breakdown on this...20x70=1400 Million KSH or 1.4Billion Ksh.

Not cheap by any standard. Anybody who can shed some light on whether this includes HWare/Telecommunication Systems etc etc is it purely Code/sofware?
