Someone told me they call it TKK over there. You see unfortunately in
the interest of valuing our time we law abiding citizens are sometimes
driven to giving the ocassional bribe to traffic police. The gamble
was you knew no one and you would do a quick mental arithmetic and dig
deep in your pocket to prevent the night in the cell, however you put
your IT tool (mobile phone ) to good use.
In the old days that would be a night in the cell and a worthless
caution in the morning or an apology.
