Good morning listers.

The tweet below by Ahmednasir has me thinking about data governance in
government. Some of these tweets he talks about provide record to some
announcements made on government policy and is in response to some
officials closing up their accounts.

I guess the question asked is are they opened on a personal level by
government actors or are they opened by the office occupied.

What steps went/go into activating and deactivating them?

Someone else responded to it that many people interact with government
offices and officials through gmail and yahoo accounts. Reminded me of a
conversation we had about that some time ago.

How do we separate an office holder's personal opinions and an official
opinion? Logically it is prudent to say once some positions are assumed,
virtually all opinions from the holder are seen to be official.

Remember how something like BBI came down to saying the president spear
headed it in his personal capacity. But even then he was using channels
available to the office to talk and promote it. All in an attempt to
legitimise it.

I guess the question is how can these be separated if they can be separated
at all?

Twitter accounts operated by Cabinet Secretaries like Dr Fred Matiang'i are
public property and contains information that belongs to the office one
holds. Deleting or deactivating such accounts without express authority of
goverment is a felony that results in a jail term or fine
