[kictanet] Are Social Media Accounts owned by Public Servants Public or Private?

Hi Barrack,

This may be a great opportunity to develop policy to guide in such
situations, it seems a grey area so far.  Social media is here to stay and
so are state officials, there may be a need to give guidelines on how state
officials should manage social media presence while balancing both personal
and official engagements with their audiences.

It will be interesting to see how this plays out moving forward.
