[kictanet] Kenya Registered Domains Decline

Perhaps then it is time for the KeNIC governance/Board to open KE
domains to all registrars whether they have presence in Kenya or not.
This would surely assist KE reaching the million milestone somewhat
quicker. Protecting local Registrars has perhaps had its place and time
- time for change?
Personally - this would make maintaining my KE domains DNSSEC status
easier and I'd probably add a few more domains too.
