Thanks for the additional information. Am going through the Access Gap
report on https://ca.go.ke/industry/universal-access/ict-access-gap-study/
Of interest is *Annex D: Sub-Locations with Zero Population Coverage* which
I intend to analyse further.
I must say that albeit the hiccups that we are experiencing, with Open data
now made available the citizenry can be on the watch to raise a flag to
correct issues.
