[kictanet] NTSA - New driving license a big joke

There is something haphazard about the rushed digitilisation of every
aspact of citizenship in Kenya. From NTSa to new passports, to lands to
NEMIS.
Government should first create a policy framework, mapping out all these
projects, the actors, the buck where everything stops and most importantly,
just spell out the purposes that the big data they now have will be used.
@Walu, is your taskforce handling this?
