[kictanet] NTSA - New driving license a big joke

Isn't this similar to the immigration department demanding all Kenyans
living abroad to come home and replace their passports. Let's not even talk
about the months long backlog or 'speedy service' charge at the department.
Seems people are quick to implement poorly thought solutions and milk
Kenyans more.
