 Electronic communications are part of e-procurement systems.

(i) Does the Kenya Information and Communications Act not legalize
electronic communications?
(ii) Can the Public Procurement and Asset Disposal Act constitutionally
forbid electronic bids?

Article below implies procurement bids must be made physically.. cannot be
made digitally (to the e-mail address of a procurement officer).

Also on the spot is procurement boss..who in some cases received
procurement bids directly through his email instead of the tender box as
required by law.
