Breaking it into pieces to make more money for entrenched players is a short-sighted strategy that will only backfire, creating less opportunity and innovation over time, not more,” he added.

Having had the opportunity to engage in the ISOC Chapterthon 2017 (SHULE TARAKIMU KENYA project), and the drive for Community Networks in Africa, this situation is certainly at play in Kenya and experienced for anyone engaging in the peri-urban and rural Kenya.
Camouflaged in the speed of access in turn cost of access to users arising from infrastructure investment decisions among other business drivers.
There is certainly a long battle until the internet is classified as a public good with our government responsible to be responsive to deliver it. 
The mantra of the internet as a human right in the Internet Governance discourse must be backed by who delivers it, perhaps a certain minimum level of standards.
Business will keep reminding you they are in business (yes, mostly with shortterm interests - known as targets!). 
However, the internet development community and more so the Internet Governance enthusiasts (long term interests) has shown that with the declaration that the internet is for all, 'we are the ones inviting you to do business with "our internet", by "our rules", in "our shared way" '
Might this possible or not? I am reminded that not so long ago, every Kenyan could purchase their favorite milled maize at 90bob versus the close to 200bob that would've shifted maize into the ostentation category. All the stakeholders thrived.

The U.S. Federal Communications Commission (FCC) under Chairman Ajit Pai just posted the proposed order to roll back Net Neutrality protections in the United States. It will be voted on December 14th, and it's worse than we even feared.
Not only would ISPs be able to charge more for priority speeds, under this framework they'd be able to selectively downgrade certain services at their own discretion. The rule would also block any states from enacting Net Neutrality principles. 
The FCC knows how wildly unpopular this is. The public comment docket had a record 22 million comments, overwhelmingly in support of Net Neutrality. They're announcing this now, right before one of the biggest holidays in the United States to minimize the criticism 
Our only hope now is to put so much pressure on the U.S. Congress that they tell Chairman Pai to back off. There is still hope. Members of Congress will face an election next year and Net Neutrality is important to many people. In just the last 24 hours 175,000 phone calls have gone to the Congress in support of NN. Even places like Breitbart and r/The_Donald are showing some signs of opposing the order. (I've heard rumors that even the ISPs think the order goes too far and will result in inevitable legal battles.)
While this is amazing, it's not enough. This is a holiday weekend and Congress is closed. Those calls, can't just be left on voice mail messages boxes. We need to sustain this level of activism all the way up until the vote on December 14th.
