Dear members,

A summary of today’s discussion:
•    To what extent are county governments adopting ICTs?

Some counties have adopted ICT quite well while other lag behind (statistics needed!!). Success in this

area is evidenced by:

- A few counties offering services via e-citizen. 

- Nairobi has improved its revenue collection through the e-payments system 

- Some counties are (tried) offering free WiFi to residents. 

•    What are the bottlenecks faced ICT entrepreneurs at county level?

-       Lack of capacity

-       Lack of funding

-       Procurement issues

•    What are those positive or negative experiences that we can learn from?

-       Maintaining ICT solutions remains a challenge.

-       Struggle in coordinating with other departments that could use ICT effectively.

              -       Some counties have passionate ICT officers
      How can counties better respond to needs of the ICT community?

              -    Taking the presidential digital talent programme may alleviate issues faced

              -    Provision of highly skilled talent in the counties.

      Open issues to be addressed:

                     -     What are the internet prevalence levels in the counties?

                     -     Do all counties have reliable access to the internet?

                     -     What is the implementation progress of the ICT roadmap in the counties?
