[kictanet] [isoc_ke] Governments Websites under Maintenance

This is very unfortunate. These websites represent public interest and
information. Any serious organisation with an IT department worth it's
weight in coffee would have a development platform, staging platform, and a
live platform. At no time would the website be down even for updates.

It's appalling.
