There is a tendency among some database designers to avoid setting the "unique" property for database fields other than their system's own auto_increment or otherwise generated primary keys. 

Am also curious what mechanism is in place to stop me from registering as a voter, first using my passport , then again using my national ID. Anyone?

I suspect the offline nature of collection of data and biometric information might have resulted in multiple data points in cases of genuine ID number shared between more than one person (how that happens I have no clue) or trying to register more than once. If you ask me, What should have happened is for them to delete all repeating entries, and leave the burden of proof on the registrants. At least the database would at all times then be accurate.

Of particular interest is the following line : attempted registration
of more than one person using same ID as well as shared National ID
numbers, do we have competent people managing this important
institution?
