National ID numbers are unique. That is why all the e-government systems being implemented use it to identify a Kenyan citizen uniquely.

The assumption being made here being that I'd numbers are unique, right?

@Collins/John, i find such a system as very vital and when some IT professionals design its database like junior high school students, it beats logic....what was so hard in using the id no or passportno as its primary key or better still us a composite key...basic stuff that just makes one wonder when such issues arise in a database of such magnitude. The designer is either a total novice or deserves disciplinary action.

I suspect the offline nature of collection of data and biometric information might have resulted in multiple data points in cases of genuine ID number shared between more than one person (how that happens I have no clue) or trying to register more than once. If you ask me, What should have happened is for them to delete all repeating entries, and leave the burden of proof on the registrants. At least the database would at all times then be accurate.

Of particular interest is the following line : attempted registration
of more than one person using same ID as well as shared National ID
numbers, do we have competent people managing this important
institution?
