I'm not getting your point. How is it too risky to issue license now? A year before the elections? 

Do you really mean that someone in the political hierarchy has just decided that it may not be strategic to issue licenses to Counties that are not in their 'control'? 

Wouldn't that put into question the independence of the Communication Authority?
