We may end up having more regulators than service providers being regulated...the craze is in all sectors...the tragedy is that the regulators are supposed to be supported by the regulated...we ought to move from regulating to facilitating and finally to enabling.Over regulation is disabling.

We are seeing a scenario in Kenya today where everyone is rushing to legislate and regulate. I guess this is a result of progress. With progress comes all sorts of players, rent seekers and gatekeepers who want to have a piece of the pie. The thing is that we MUST remain vigilant and ensure that we all adhere to the new constitutional framework.

In this age of mobilephone filmmaking and microfilms, I'm wondering, will that budding filmmaker in Turkana have to apply for a film license in order to make her zero budget, independent 40 second experimental mobilephone microfilm? How many days or weeks will she have to wait for the paperwork? Is there a film office in Turkana or will she be required to come to Nairobi? Could Huduma centres also deal with filmmaking paperwork? How do we strike a balance between regulation and innovation?
