I have got a feeling that it looks like CIPESA members are either busy
lining up at voting centers or worse still unable to view and/or respond to
their mail at this time.

However, access to FB seems to have been restored now in Kampala, though it
is said to be slow. Only one telecom (VODAFON) is said not to have been
having trouble serving social media pages though it was reportedly very
slow too....

Dear Ugandans, it is clear the internet has been tampered with. We cant
access Facebook and twitter in a normal way. This is a cowardly move that
is leaving Ugandans with only WhatsApp and Messages.
Danger is that you cant easily verify information on WhatsApp. Please share
these proxies.
