We would be happy to participate in such a forum, and I also think it would be useful to invite academics who have been studying issues related to net neutrality and zero rating for quite some time, such as Steve Song, Research ICT Africa and the Alliance for an Affordable Internet.
I am also wondering if Strathmore has done any relevant research?

I am finalising a paper on this, extensive research on what the issues are. I'll be able to share the published version in the Journal of Cyber Policy by the end of the month.
Highlights though:
1. Emerging markets need a different definition of NN. I shared a blog post by Prof Vishal Misra explaining why price discrimination needs to be part of the definition.
2. This is not just about Facebook. Their offering for zero rating is an issue! But alternative forms of zero-rating exist, and will share more examples of such, eg Mozilla's.
3. This is a critical discussion for us, and for it to happen, we need to delink the issues. I will also be on BBC World Service this evening talking about the problematic framing around the battle for net neutrality as denying the poor access to the Internet. It is a shame, that in this day and age, we can be told, or can believe that these aren't issues for us to consider or stand for.
