[kictanet] More support for springing startups

Sometime back while I was in Uganda I had a chat with an individual at
Uganda's equivalent of CA. One thing he mentioned in our conversation was
that starting businesses have a grace period in Uganda where they don't
need to pay taxes. Last I checked Uganda was up there among the leading
countries globally in entrepreneurship, not sure the two are linked.
