[kictanet] Government spokesman's statement on the ICT Practitioners Bill

How does Duale react when confronted with the fact that the bill runs
counter to Government policy? Is he dismissive? The Jubilee (Digital)
Government had top of its manifesto and agenda the recognition that ICT
is an enabling tool for all Kenyans. To this end laptops are even being
introduced to ALL pupils in standard 1. It's funny that someone then
fronts a bill which essentially creates a crime of "practicing ICT
without a license". Probably some people will be hauled to court with
computers and illicit code as exhibits for posing as ICT practitioners.
I don't think Duale understands anything about the bill. His only
explanation, according to Hussein's report,  is that a "section of
Kenyans" have approached him.

Now that we have lawyers, engineers, architects, doctors, what will we
call these new guys going round with a license to practice ICT? I
suggest "Icytors", and they can prefix their names with "ICY". Comments
welcome.
