I think the report is trying to say:

“…if Kenyans were to pay for being online they would be spending 45% of their earning…”

not:

“…on average, Kenyans spend 45% of their income on getting online…”.

Furthermore, the same article cites that “...60% of Kenyans use the Internet regularly”. I find these stats very hard to believe. A lot more detail is needed to demonstrate this to be the case.
