[kictanet] Kenya finally signs WCIT12 ITRs

So finally Kenya Government signs the 2012 ITRs which the former government didn't sign. 

It would really be good to know the process taken to rescind the earlier decision; who was engaged locally and why weren't the stakeholders at least given the courtesy of being formally informed.
