Hi Barrack,
I think the issue of unsolicited communications was handled in the Consumer
Protection Regulations under the Kenya Communications and Information Act.
Unfortunately, that only covers licencees.
Depending on what you are looking at, section 9 of the Consumer Protection
Act may also apply.
