@ Ali,

In case you need more "hidden" document from ITU, you can use the Wikileak versions @WCITLeaks.org and I quote from the sources:
>>>>
A document combining various Internet related resolutions being considered at the ITU Plenipotentiary is available on WCITLeaks.org. These working docs not available through the ITU's website, seem to require ties account.

Internet related <http://files.wcitleaks.org/public/S14-PP-141020-DL-0011!!MSW-E.pdf>

Also, security related resolutions seem on limited distribution, but available on WCITleaks.

<http://files.wcitleaks.org/public/S14-PP-141020-DL-0010!R1!MSW-E.pdf>
and
<http://files.wcitleaks.org/public/S14-PP-141020-DL-0010!!MSW-E.pdf>

Abit bulky but gives you the "inside story/view" from ITU "topnochrats"

Enjoy,

 Rachel
I'm glad that ITU has taken that stand and
I'm even happier to be corrected in this matter because
transparency is critical going forward regarding Internet
 Governance.
In the same spirit going forward it would be
nice and helpful if the ICT Ministry released to the
community Kenya's position BEFORE such important global
deliberations and that we jointly devise a way for
inclusiveness in the delegations that represent the
 country.
Thanks Rachel once again for the
 link.

 Ali Hussein

 Hello
 Ali,

 Kindly note that the
Conference, at its start on 20th October 2014,
 arrived at the decision to
  have provide access to
all input documents, as well as the outcome of the
Conference to the public.  This proposal was  endorsed by
the Heads of Delegation  and is in effect.  All
 deliberations
are webcast and the transcripts are also available on the
 website at the link:
 http://www.itu.int/en/plenipotentiary/2014/Pages/webcast.aspx.

I believe this will help dispel
 the misconception that some
 documents/deliberations/contributions are not openly
 available.
