There's always room for improvement. It sounds like the open issues right
now are:
1. Use https everywhere
2. Consider the location of the data for regulatory and performance reasons.
3. Open this up to non-citizen residents (although we're about 1% of the
population, we probably generate a disproportionate amount of paperwork for
the government).
