Great points.  I think if the designers were looking at (in my humble opinion) emulating the Estonia and Singapore case studies then they are on to a great start. I'm thinking also (not sure though as it might just be serendipity) that they are using an iterative process to develop this.

One thing that definitely is a major UP is the use of local IP to develop the payment gateway!
