[kictanet] Kenya Internet Governance Forum call for Themes and Panelists

As a sub-theme, i propose "Policies Enabling Access" (which is a sub-theme
in the Turkey Meeting in September). This subtheme is broader and it can
cover proposed subtheme 3 "Improving quality and cost of internet access"
as well as a host of other issues under access.
